dbghelp: cross-compile

I decided to try cross compiling all of wine using mingw..hit a couple problems in dbghelp
This fixes a few of them, it still doesn't compile (primarily because of a missing regex.h at the moment)
but it does get farther

I'm not sure if these fixes are quite right..I don't fully understand this code
