That's just the value for passing to GetSystemMetrics.  The actual value 
returned will be either:

         sysMetrics[SM_CYCAPTION]  = 20;

or

         sysMetrics[SM_CYCAPTION] = SYSMETRICS_GetRegistryMetric(hkey, 
"CaptionHeight", 18)
                                      + 1; /* for the separator? */
