Hello,

I am sorry for not clarifying why I posted this patch (this is my first patch ever to send to a mailing list):
It is required by NexusMods Vortex to function properly.
Without it, the application backend crashes and a lot of the functionality stops working because the application requires SetProcessPreferredLanguages and GetProcessPreferredLanguages.
