RtlQueryRegistryValues implementation, probably not prefect but makes safedisc happy

I've attempted to implement RtlQueryRegistryValues()
This code is probably buggy, as I haven't tested it much, but it makes safedisc happy.
If it's OK I'll send a patch to add it to ntdll, ntoskrnl will then forward calls.
comments/corrections/thoughts welcome.
