running as root broken in 6.10

Hello all,

I have a specific case where i need to run wine as root, even though
its not advised (i know).

This used to work fine. In 6.10 this does not work any more.

I get this for any command (e.g. winecfg): wine: could not load
kernel32.dll, status c0000135

System: 5.12.11-200.fc33.x86_64 (fedora).
WIne: wine-6.10 (Staging)

I have tried cleaning prefixes, rebooting, reinstalling wine.
For normal users it works great.

Anyone know why this does not work any more?
