does wine ever DllRegisterServer() its own dlls?

I noticed that doing "regsvr32 devenum.dll" and
"regsvr32 quartz.dll" makes the Warcraft III in-game
movie play properly on wine (which they normally
don't).

Is there any reason why wine doesn't
DllRegisterServer() each of its DLL's when creating
its registry for the first time?
