Release 4.0

Folks,

As the end of the year approaches, we will soon be entering into
everybody's favorite season: code freeze!

Following the timing of previous years, the plan is for code freeze to
start with the next release, on December 7. We'll then have weekly
release candidates for a month or so, with the final 4.0 in January.

So if there are things you want to get into 4.0, now is the time to
submit them...
