New crypt32:chain failures

crypt32:chain started failing on all Windows machines on the 2020-02-18:

chain.c:4154: Test failed: chain->TrustStatus.dwErrorStatus = 1000040
chain.c:4159: Test failed: chain->TrustStatus.dwErrorStatus = 1000040
chain.c:4167: Test failed: chain->TrustStatus.dwErrorStatus = 1000040

Where 1000040 is CERT_TRUST_IS_OFFLINE_REVOCATION | 
                 CERT_TRUST_REVOCATION_STATUS_UNKNOWN

Yet there has been no commit to that test. Did a certificate go bad?
