Menu Items for dialogs working?

Do menu items for dialogs work?  I have an app
running on RH8 and gnome that doesn't display
dialog menu items.  Is this a known issue?

I took a look at this and it seems that the system
menu is implemented in software but I don't see where
it is rendered (at least through X).  I could add functions
in dlls/x11drv for the X window menu and make changes
in controls/menu.c to call them for the system menu.  Is
this the right approach?
