While running your changed tests on Windows, I think I found new failures.
Being a bot and all I'm not very good at pattern recognition, so I might be

There seems to subtle differences between the implementations of CreateUri,
since these tests only failed on machines with IE7 installed and passed on
the machines with IE8 installed...
