[PATCH] testbot/LogUtils: Rename the ParseTaskLog() NoLog error field to BadLog.

The log file may exist but not be readable.
This makes it consistent with the BadRef / NoRef terminology of
TagNewErrors().
Also don't assume that the error message will evaluate to true.
