It's part of Windows XP tablet pc edition. You can install tablet services
on other windows versions (Windows 2000 and above) by installing the Tablet
PC SDK. (1.7 is the latest I think).

I think there are some problems with your patch. I think you should split it 
up into smaller patches, like a header+stub patch, and a 2nd patch containing 
the tests.
