I think you should only keep the string table in dinput.rc. The
dialog(s) should go in En.rc so they can be localized, like it's done
in winecfg [1]. You probably should also add this to both .rc files:

LANGUAGE LANG_ENGLISH, SUBLANG_DEFAULT
