Problems with libartsc.so

I have just upgraded to RedHat 9 and when I make wine it can't link in 
libartsc.so .  Looking in /usr/lib there is a libartsc.so.0 not 
libartsc.so . Is this normal?

You probably need the 'arts-devel' RPM.
