Modal vs Nonmodal window

Window, shown as modal does not receive any input and
is clipped on the border of parent window. The same
window is displayed and functions fine if shown as
non-modal.

This bug can potentially affect VB applications which
use modal dialogs.

Does anyone want to research this bug?
