[PATCH] cmd: Set errorlevel to 0 when 'call' is invoked with an empty string.

Previously, invoking 'call' with an empty string would leave errorlevel
unchanged. Reset errorlevel to 0 to match the behavior of
the Windows 'cmd.exe'.
