Another minor bug

I dont have time to patch this right now but maybe someone else does. 
When building import libs on mingw because we have to link to libwine in 
winebuild for wine_get_cs winebuild cant find libwine.dll.

$ make
PATH="../libs/unicode:$PATH" ../tools/winebuild/winebuild  -o 
advapi32/advapi32.
spec.def --def advapi32/advapi32.spec
make: *** [advapi32/advapi32.spec.def] Error 128
