This now passes on r600g. It looks like it was indirectly fixed by Mesa commit 0d383a79a8f13bb00ed5e5d84f41071b43c7e92d "glsl/lower_output_reads: fix geometry shader output handling with conditional emit" which is in Mesa 17.0+.
And 13.0.2+, for what it's worth.
