[PATCH] wusa: Use case insensitive comparison for expressions.

Some update packages use both lowercase and uppercase names for
expressions.

For example, Microsoft-Windows-MediaFeaturePack-OOB-Package_x64.msu
uses both Runtime and runtime for expressions.
