I know a good deal about C and C++ and enough about Win32 API (plus there is always MSDN for win32 api stuff) but not that much about linux programming or about the WINE sources themselves. Is there something I can "hack on"?

Sure, for the Wine 0.9 release (focusses on ease of use) we need the winecfg utility to work. It's a WineLib graphical setup tool that makes using and configuring Wine very easy.
