11.0 release notes (please review)

Folks,

Here are the tentative release notes for 11.0. Please review them and
let me know if anything is incorrect or missing. Many thanks to Esme,
Jacek, Michael, Piotr, Rémi, Vibhav and Zeb for their contributions!

I'm planning to release the final 11.0 tomorrow.

Under "Synchronization / Threading", you might want to mention the big
CancelIo refactor:

But the list of improvements is already very impressive even without
mentioning that one ;-)

So are the release notes like the existence of /dev/ntsync on upstream
kernel distros (aka non-existent)? /j
