[GSoC] Mailinglist discussions

Hi,

This year it's not possible to communicate with the GSoC Students over the GSoC-Project site.
I guess the reason is to force communication with the community.
Thus I suggest to move the discussions to wine-devel and prefix them with [GSoC]

It seems more likely to me it has to do with the new GSoC website
being "new" and generally lacking.

Anyway, I assume the patch submission requirement (mentioned on
https://wiki.winehq.org/Summer_Of_Code) is still valid, right? I
suggest the applicants who haven't submitted patches to Wine yet to
work on it sooner rather than later.

It looks like the page is outdated, because it refers to GSoC 2015.

Does it mean I need to submit a patch until 22 April? Are the patches
to Wine Staging considered?
