[PATCH] dbghelp: implement DW_TAG_const_type in dwarf2_parse_udt_type

Also solve spamming debug output with these messages:
fixme:dbghelp_dwarf:dwarf2_parse_udt_type Unhandled Tag type 0x26 at
ctx(0x33c42c,L"ourlib.so.0"), for
debug_info(abbrev:0x1360224,symt:0x159ed70)
