We should be putting these files into a static library that we can link 
to from quartz, qcap & other DirectShow dependent DLLs.

We should find a name for it. Microsoft uses strmbase.lib for templates 
like filters, pins and so on.
Since we want to something more or less similar, what about using 
winestrmbase.
I know its more that 8 characters but hey, I'm not good at finding 
meaningfull short name. :-)
