[PATCH] chcp: Add a stub application for changing the codepage.

Anaconda expects to be able to call chcp to set the console codepage.
Adding a stub application is sufficient to appease it.

On my machines (XP and 7) this is a PE file, but is called chcp.com
rather than chcp.exe.
