Locale data update request

Hi, guys.

I've finally got some time today to complete genitive name support in 
GetDateFormat().
Now to make it useful for users I'd like to ask translators to update 
NLS files for languages
that use this month form. I'm sure it's present in some Slavonic languages
like Ukrainian and Belorussian, maybe some others (Asian?) too.
