"Warning: Language '' was not recognized"

I've looked through the archives for an answer to this, but didn't find 
anything.

When I run `wine ie6setup.exe` using Wine from CVS, the first lines are 
the following:

Warning: Language '' was not recognized, defaulting to English.
Building font metrics. This may take some time...
--

Where is this language warning coming from?
