What are you trying to do? We really can't advise you until we understand why you're trying to build wine in mingw. Please tell us a story about why you decided to try this, and what you hope to get out of it.

Since I have no idea what you're trying to really do, and I've never compiled Wine under MinGW or Cygwin, take this advice with a grain of salt: You may be happier building under cygwin, which comes with bison. MinGW is like a fork of cygwin.
