You should fix GetCPInfoEx instead, it returns localized strings under Windows. Same comment for your other patch.
I don't think Windows Notepad uses GetCPInfoEx either, and on my Windows XP box, Wine Notepad's menu ended up looking something like: 1252 ANSI Latin 1 Unicode (UTF-16) Unicode (UTF-16 big-endian) 65001 Unicode (UTF-8) Yes, GetCPInfoEx should be fixed. But Wine Notepad will still be slightly broken.
