Your patch only changed the .rc file. TestBot doesn't know what tests to
run in that case (it determines the tests to run from the .c files that
were changed). Same kind of thing happens when the .js files for the
jscript.dll tests are changed.
I'll see if I can teach it to just run all tests in these cases.
