Is WINE compatible with .NET framework

I built a simple test app (displays a empty WinForm with no content) to test .NET and it fails to open?  Are the some settings I have missed.  I used WineTricks to install dotnet462 and I installed .NET 2.1 for Mac on my machine, but it still fails
