setupapi.dll updated by reactos

Hi.

Hervé Poussineau (hpoussin) anounced today on #winehackers, that he did
some updates (LGPL) on our "setupapi.dll" - codebase for reactos.

So when you have an Installer / Application, that needs more from
"setupapi.dll", this hint my help.
