This is microsofts definition of atl:

"The Active Template Library (ATL) is a collection of C++ templates
included in Microsoft Visual C++ version 4.0 and greater. This template
library is intended specifically to facilitate the creation of Component
Object Model (COM) objects."

As shown by the definition it's a part of visual c++. I don't think
anyone has/is porting it to wine but i have only been following the list
for a couple of months and aren't really interested in atl so i might
have missed it
