correct ismbblead implementation

Hi,

we can use the following registrykey

HKEY_LOCAL_MACHINE\
System\CurrentControlSet\Control\NLS\CodePage\EUDCCodeRange

to get the correct key range and also for correct implementation of
ismbblead in msvcrt
