Concerning palettes

I am wondering about the Windows implementation of 
GDI32.GetSystemPaletteEntries. Wine does not return any palette for a 
display DC if X is not running in paletted mode, but is this correct?

That is, does Windows running in a non-paletted display mode behave the 
same way?
