This option clearly belongs with the similar ones in the config file,
probably even as a special case of RelayFromExclude. The fact that it
doesn't work properly on startup is not a reason to invent a new
mechanism, the other config options don't work on startup either, and
this needs to be fixed.

as the new mechanisme seems to be in play now, I'd appreciate if you could
you revisit your patch.

It may be a while - there are other things on my priority list right now. 
There is an svk branch for the existing code at 
svn://troy.wine-branches.troy.rollo.name/troy/branches/nrelay-debug-flag
