v2:
- Modify tests to use two loops.
- Remove redundant todo_wines for flatsb_class32.
- Register window classes even if they are registered, in case they get unregistered by the user.
- Modify TOOLTIPS_Register() to load icons with LR_SHARED, as TOOLTIPS_Register() may be called multiple times. This also eliminates the need for TOOLTIPS_AfterRegister().
