v2:
 - Add a test for zero NtSetInformationProcess( ProcessTlsInformation ) with zero thread count (that correctly fails);
 - Handle zero tls_thread_count in alloc_tls_slot (that happens during initial attach before alloc_thread_tls is called for the main thread.
