v3:
 - initialize added user APC type everywhere on the server;
 - straighten up handling wow64 specifics of (not) using reserver_handler for APC flags by calling NtQueueApcThreadEx2 directly from wow64_NtQueueApcThreadEx;
 - perform check for unsupported special APCs on wow64 in the server for the target thread.
