EXT_mutable_descriptor_type requires Vulkan-Headers 1.3.228. That's fine, but please update the README.
Sorry, I forgot about this myself when I wrote that comment, but you'll need to update the VKD3D_CHECK_VULKAN_HEADER_VERSION check in configure.ac as well. -- https://gitlab.winehq.org/wine/vkd3d/-/merge_requests/523#note_56919
