It looks a bit suspicious that Wine specific flag in WINE_MODREF is added for this. There should maybe some difference in Windows LDR data to reflect those sxs dlls, or instead a different algorithm for handling that in GetModuleHandle? I think we basically try to maintain Windows LDR data compatibility.
