This helps "The Eminence in Shadow: Master of Garden" to show an account linking page in browser by starting
```
rundll32.exe url.dll,FileProtocolHandler https://<very long url>
```

Everything works on that path except for shell32.SHELL_FindExecutable() on the way (which is supposed to fail, proper handler is found after it) crashes after writing past end of xlpFile buffer.
