@huw, looking at [netioapi](https://gitlab.winehq.org/wine/wine/-/blob/master/include/netioapi.h), I found some functions from [IP Helper overview](https://learn.microsoft.com/en-us/windows-hardware/drivers/network/ip-helper), but ResolveIpNetEntry2() is not there.
The SendARP() is workig, is something missing to merge ?
