For when wineserver is started separately from any wine process, where
it doesn't inherit the limits otherwise requested from __wine_main.

Right thanks, I removed it. Kept the ifdefs like they are in ntdll, even though we now only have one call to `set_max_limit` here, to avoid spreading them around.
