It looks to me that AllowDarkModeForWindow() and SetPreferredAppMode()
set window-specific properties so that dark mode can be enabled/disabled
for individual windows. And ShouldAppsUseDarkMode() should consider
that. For the moment, returning the AppsUseLightTheme value for
ShouldAppsUseDarkMode() is probably enough.
