[Bug 16816] Fallout 3 slowdowns dramatically when using VATS

This patch doesn't work in 1.3.5. It suceed's in patching but both device.c and
drawprim.c fail to compile. (untested on private.h) Also is the part that
allows the cinematics to play still needed? Thanks for all your work on this
