On second thought, yes it would be sent under normal circumstances on Windows,
when a tooltip is clicked (though not with HTMENU). We handle the click by
hiding the tooltip. Messing with window focus when clicking on a tooltip would
be not ideal, so now I'm thinking native probably does this.
