This suggest the the include directory hasn't been rebuilt for some reason.

Please check that the file include/xact3.h in your build tree actually has the
XACTNOTIFICATIONTYPE_GLOBALVARIABLECHANGED define

Maybe a make distclean, if you haven't tried already.

I'm not seeing this error on Debian Bullseye.
