I'm using Gnome 3 ( gnome-shell 3.24.0 ) . I don't recall a time when this did
not happen. I see a similar issue with Photoshop CS6 - bug #37929 . Lightroom 5
does not seem to have this issue.

This does not happen at all for Linux-native apps.
