[Bug 28109] winmm capture tests fail on some machines

WINDEBUG=+winmm,+mmdevapi,+alsa make capture.ok 

Also, on this machine, in winecfg, clicking on "test audio" yields
err:winmm:WINMM_OpenDevice Activate failed: 80004005
and makes just a clicking sound, not the usual tweedle sound.
